Justification/Research for Code changes to certification

NJ is looking to make some Administrative Code changes around world language certification. I am wondering if anyone has any research on the following:
1) How ETS determines what to test on the Praxis II exams for languages?
2) How LTI determines what to test on the OPI exams for languages?
3) Proficiency levels for individuals who have earned a degree in a college/university, where the language of instruction is not English.
